Hazard Identification, Risk Assessment and Risk Control ( HIRARC ) is to provide a systematic approach for assessing the hazards and risks associated analyses, in which case it will be able to provide a measurement of a hazard that has been identified, as well as providing a method for controlling the associated risks. It is one of the general duties of employers, where the employer must provide a safe workplace for its employees and other persons concerned.
The purpose of HIRARC
HIRARC purpose is:
a. to identify all the factors that may cause harm to employees and others (hazard);
b. to consider the possibility of harm befalls anyone in particular circumstances and severity that may arise from it (risk); and
c. to enable employers to plan, initiate and monitor preventive measures to ensure that risks are adequately controlled at all times.
HIRARC Planning Activities
HIRARC activities shall be planned and carried out:
a. for the situation:
i. when hazards pose a major threat;
ii. unsure whether existing controls are adequate; or / and
iii. before implementing corrective or preventive measures.
b. by an organisation which aims to improve the Occupational Safety and Health (OSH) Management System on an ongoing basis.
It is the responsibility of the employer to assign trained staff to lead a team of employees associated with the process or activity to conduct HIRARC.
